and is there a chance your operation system installed on an ssd?
simillar problems happend to people with an operation system installed on san disk ssd's
normaly you can fix dll issue by redownloading this dll file or do a system restore

I just restored my computer and it did nothing.
Under the admin command prompt, type:
sfc / scannow
(This will scan your Windows critical files and attempt to repair them)

Scan for malware, just in case.
Also, find your motherboard offical website, under support / drivers, get the latest stable versions for your Operating System. Install those and make sure they are compatible.
