KB2931356 Security Update for Microsoft .NET Framework 3.5.1 can disable hibernate functionality on Win 7.

Try running the repair tool:
https://www.microsoft.com/en-us/download/details.aspx?id=30135

Then manual install 3.5.1 (security update KB2931356):
https://www.microsoft.com/en-us/download/details.aspx?id=42768

Control Panel > Programs and Features

On the left-menu, there's "Turn Windows features on or off"

At the top, there should be .NET Frameworks.

Untick " .NET Framework 3.5 (includes .NET 2.0 and 3.0) ". Okay. Let it uninstall. Then go back in and just retick it. Don't tick under it the "Windows Communication Fountains Activation", just ignore those.

Reboot, then check under Start > Settings > Windows Update. It might regrab the security updates for that .NET 3.5 framework. Just note it's not supported anymore by Microsoft. In Windows 10, when you enable .NET 3.5, the components downloaded should already be the final version and do not require further security updates.
