After the rebates are factored in I doubt you find it cheaper at Walmart even with your 10% off.
I looked, I couldn't find any graphics cards near the after-rebates prices I posted even after 10% but Walmart search for PC parts is not great so maybe you can find something I don't.
All the ones I posted have free shipping though so there's not going to be anything extra. Just going to cost maybe a little more up front till you get your rebates.

The cheaper of my 2 options is still better than a GTX 750 ti and leaves money for a case if the PSU doesn't fit. He can at least try it and see if he can get it to fit first though.
Walmart = you should have a good 30-45 day return policy too; so if that GTX 750 is not enough, yea take the time to quickly do all your testing, if GPU not enough, return it back to Walmart for Refund, then get something like; like GTX 950 or 960
That new Zalman ATX Case though is nice; much better over that old CM one
the box the case came in should have said what power supply was installed in it
most are labeled like this

Just will have to take the time to prep the case and then move the Motherboard and other parts over to new case.
