Report a translation problem
Do a manual "Check for Updates" via the OS' Windows Updates section, look at what all it finds/downloads/installs from WU.
If that doesn't help, go to Device Manager > Microsoft Xbox360 Controller for Windows > right click > Uninstall (click yes on the drivers/software box). It should ask to Restart after this. Do so, then reinstall the device by getting the driver from Windows Updates.
I sorry if it was not precise. I have never seen the Wired 360 Controller have the end-less LED ring issue; only seen that on the Wireless ones; well usually because on the Wireless that is normally related to battery issue or wireless signal connection issue.
Wireless Controller on PC = requires a USB wireless dongle.

There is nothing special about the Controller; but the Xbox Console has the receiver built-in; Play & Charge Kit and/or Cable just charges the recharge battery. So for PC you need a separate usb wireless receiver. Which allows for up to 4x 360 Wireless controllers to connect, just like is allowed by the Xbo360 Console's receiver.
You plug in the receiver, let the OS install it, then power on the controller, press the connect button on the receiver, then when blinking led on receiver, quickly press the connect button on controller to change it to be paired with the pc receiver. If you go back to using that same controller on the console, unplug the pc's usb receiver first, or power off that pc, to ensure the controller auto-pairs back with your 360 game console when it is powered up.
For Xbox360 Wireless Controllers; they will not work on PC via Wired.
Microsoft addressed this with XboxOne controllers, where the MS ones are all wireless by default, but can connect wired via USB-to-MicroUSB cable (a full data one; not charge only) and removal of the battery pack.
XboxOne is good with this in that, no special cables are ever needs. It is simply Wireless & Wired USB. For play & charge you simply use a charge-only usb cable, instead of a data one. For wired only mode, then use a usb data cable, and remove the batteries or battery pack. But for them to work Wireless on PC, you require an XboxOne USB Wireless Receiver. The XboxOne cable requirement is USB-to-MicroUSB; a common familiar cable most people already have on-hand if they own various Phone or Tablets that use this cable, which most non-Apple devices do, such as Microsoft or Andoid devices.
