Does cpu pegging cause stuttering? If it doesnt, then what does?
Im quite curious, recently i have upgraded my ram to a complete of 16gb of ddr3, but was rather displeasantly surprised that this didnt fix the stuttering in one of the games i play.
The game is Forza Horizon 3.

Im starting to think that this may be caused by other factors, such as cpu pegging, or rather the fact that my cpu is just rathr underwhelming. It's an i5-3470.

Just for reference for anyone who might not know, cpu pegging is when all of your cpu cores are constantly being run at their maximum, that being 100%.

Yep, it sounds like that. I recommend limiting your framerate via RTSS.
You might want to download MSI afterburner. This will let you check your CPU usage during gameplay.
Correct me if I'm wrong, but I'm pretty sure you can't use Afterburner in Windows 10 games from the Windows Store - it will work in everything else though. The Windows 10 games don't support the OSD overlay Afterburner uses.

Also in regards to RTSS, adding the exe file for FH3 is a little more complex than for steam games. Windows 10 Store games are locked in an apps folder that you would need to change the Windows permissions for to gain access.

Forza Horizon 3 already has a frame rate limiter built into the game.

if its throttling, yes
watch temps, if it gets close to 100c it will throttle
The Windows 10 games run in a borderless window. So just download something like CoreTemp, to check the CPU temp on the fly while the game is running. As I said, you're not going to be able to check this with Afterburner, not for Windows Store games anyway.

The first video of his CPU running Forza Horizon 3 I found showed RTSS OSD working just fine. Now I've personally never bought anything on Windows Store so I'm not sure what works and what doesn't, but looks working to me.

No need for that, there's a global limiter within RTSS.

A lot of games do, but the problem here is all those limiters are applied on GPU level, so those lead to input lag and stuttering unlike CPU-level limiting RTSS provides.
I have managed to get RTSS and Afterburner working with this game just fine, which is pretty surprising because i have tried it before with no dice.
As for the temps, they are just fine, no throttling going on.

Tbh that's like reason number 2 for stuttering, with number 1 being unwanted hardware interrupts constantly sent by malfunctioning hardware.

I have tried reducing the cpu usage with a program which name i dont remember, but to my memory it gave me a very weird kind of stutter.
Ill try fps limits and report back.

I can't get it to work on mine. If I try launching the game with Afterburner it closes straight away. If I load after the game launches it loads, but when I press the button I've set to show any statistics, it crashes.

Try setting detection level to low and rendering mode to vector 3D. At least that's what google suggests to do for Forza Horizon 3.

Every game has that effect for you? I remember dirt rally never working on my end.

And btw do you run your RAM in dual channel more?

FH3 runs at an average of about 73fps for me, and i limited it to 65. It can handle over 60.

But I clearly see 58 fps on the second screenshot first link.
Anyway - running CPU at 98% is never good.
