Also in regards to RTSS, adding the exe file for FH3 is a little more complex than for steam games. Windows 10 Store games are locked in an apps folder that you would need to change the Windows permissions for to gain access.
Forza Horizon 3 already has a frame rate limiter built into the game.
watch temps, if it gets close to 100c it will throttle

No need for that, there's a global limiter within RTSS.
A lot of games do, but the problem here is all those limiters are applied on GPU level, so those lead to input lag and stuttering unlike CPU-level limiting RTSS provides.
As for the temps, they are just fine, no throttling going on.
Its rather iffy, never have i thought of cpu pegging being the possible cause for stutter.
Ill try fps limits and report back.
I can't get it to work on mine. If I try launching the game with Afterburner it closes straight away. If I load after the game launches it loads, but when I press the button I've set to show any statistics, it crashes.
I dont know about the cpu pegging being the 2nd reason for stutters. I can play r6s just fine, and this game sits at a 100% almost all the time.
For FH3 though, i made a couple of pics that elaborate on the topic: pic[imgur.com]
I noticed less stuttering on lower framerates, surprisingly enough it stuttered less under heavy loads.
Also tried limiting my fps with RTSS, which didnt fix a lot: pic[imgur.com]
Quite confused by this.
And btw do you run your RAM in dual channel more?
Ram is in dual channel
Anyway - running CPU at 98% is never good.
