The manual is pretty barebones
Link the TV model please, that model doesn't even come up in searches.
They don't give full length paper manuals anymore, if you want that, you have to go to the Vizio official model support page and download the PDF manual. Overall, I wouldn't think that will help you anyways.

both the tv and gpu need to support hdmi 2.0 for 60hz at 4k to work
Yeah I'm aware of that, but does that still apply when I'm trying to force the image on my tv to 1080p?
So basically is there a way to stop my tv from displaying fullscreen games in 4k. Desktop works fine at 1080p but when I launch a full screen game it always seems to force 4k which locks me to 30hz
or use nvidia/amd control panel and force 1080 and disable gpu scaling
1080 and 2160 (4K) are both 16:9 anyways
Make sure NVIDIA Control Panel has the "High Performance GPU" set as Default.
As long as the in-game Resolution is set to 1920x1080 like you want, then you should be fine. Sometimes TVs just say that incorrectly in their OSD menu due to the TV's native res.
Then you can use Steam FPS Counter via In-Game Overlay to see the Game FPS.
But if the TV happens to only support 30Hz, which is the case for most of the cheaper ones, then nothing you can do about that. Again most TVs list a higher refresh which is un-true, as it does that for smoother motion via internal digital filtering. So for example, most 4K TV that state 120Hz, that does not mean your PC will be able to use 2160p @ 120Hz; if the TV is just doing that via digital filtering.
This is an issue with integrated chipsets and switching to dedicated ones.
As borderless windowed modes work fine in 60fps but if you go fullscreen it is forced to 4k 30fps regardless of the resolution set on pc and game.
Monitors can have advantages over TVs but TV can be used just as well.
I have a
1080p 144hz display
1440p 144hz Display
and a 4k TV.
Depending on what game I'm playing I will use either the 1440p monitor or the 4k TV. Only reason I won't use TV more is because it doesn't have G-sync/Freesync or higher refresh rates. For games I can run at 4k resolution and maintain 60fps the TV is fine.
Some TVs are being released with higher refresh rates and Freesync. Freesync on a TV will allow Xbox to use it as Xbox now supports Freesync. This added extra in no way means Previous TVs were unsuitable for gaming.
