I restarted my PC and the heat was down to 59c
I maxed out the fan in an overclocking tab and got these results after a few mins.

I will set the fan back to auto now and I got some of the heat back. I will monitor it for around 5 minutes and edit this post to give you the results.
Edit: Little over 5 minutes passed with fan set on auto and the heat has risen to 43c with 0 RPM on the fans. I belive it might still rise, but it slowed down a bit compared to how fast it went from the min 35 to 39 for example.
All u should need to do is have that hardware monitor running; look in Task Manager at all the systems apps running, close them out one by one until you find the culprit. Things like Logitech Gaming Software are known to be one of them.
When u close a background app, allow a few seconds of time before closing another app, so u can look at the GPU temp and see if it has dropped after closing an app or not.
Anything that has an icon in notification bar (like Steam) exit those properly, rather than force closing them via Task Manager.
When u find the culprit, go into NVIDIA CP > Manage 3D Setings > Program Settings tab > find the app's .EXE file (or add it to the list manually) and then change it's Power Management option to Adaptive, then click Apply.
It never includes any sensitive data; like your OS product key or anything like that. Yes SPECCY can reveal that when YOU look on your system under Operating System; but the Snapshot leaves out sensitive data like that.
But it's more helpful than say CPU-Z in this case, cause it gives a run-down of all the background apps.
