My HDD's read speed is sometimes 600 kB and writing speed 800 kB
Is that bad?

My HDD few months ago started booting up to this screen stating that there's a problem with it and I got messages stating I need to backup my files. I've disabled this message though.

What did you test with?

Try HDTune or CrystalDiskMark

When u get that msg u were getting; the first thing to do is stop and backup any files u need off that drive; it could be failing. Then run CHKDSK /F /R on it via Command Prompt to verify disk integrity

When you go to task manager and performance, you can see those stats by pressing the spesific HDD/SSD. Also I've backed up everything important a while ago as well as done the CHKDSK and it said everything is fine, but still I get booted up to the screen where I have to double tap F1 to get out of it.

My HDD also is sometimes really slow and goes to 100% usage often.

Yeah I thought so. Unfortunatly, I can't get a new one in a while so I have to deal with the lag and freezes

I usually clean install OS on my fail HDD and continue although sometimes my saved files will go missing
What drive model? Get either WD Diagnostics or SeaTools and run them and do all the various checks. It should tell you why it's failing; or give u better idea of all that, plus errors codes. Then RMA your bad drive after you secure wiped it.

HDDs perform in the 50-200MB range for read/write the actual speed depending on many factors oc.
If your read/write is 600-800KB either your readings are wrong or something weird is happening.
Look into the BIOS settings if your drive is detected and the bus is configured correctly.
Check your connection cables and diagnose your drive with the tools Bad-Motha mentioned in his posts.
Test for malicious code on your computer with a malware scanner. Get a free trial version here https://www.malwarebytes.org/dl-confirm/

My HDD is very bad to begin with but I'm pretty sure it wasn't this bad before 6-7 months ago.
Like I said check your configuration. Try a different SATA port on your motherboard. Defragment the drive. If you want to do some meaningful troubleshooting you have to rule out all possible reasons for failure one by one.
I tried HD Tune and I got a read error 5 seconds after starting the scan. Initial results in the right hand side said that transfer rate of minimum is 116.5 MB/s and max is 183.3 MB/s. Also the tempeature was 37 celcius.

Also in the health section it says that Rellocated Sector Count was failure.

I also downloaded CrystalDiskInfo and it said that the health status was bad. I also did an analyze on my defragmentation program and it found over a gigabyte of fragments. Gonna do a defragmentation this night.

I think you can do that in the bios
