samsung magician software: Does it do CPU over clocking?
So, I bought a 850 EVO last month and set the profile to Preformance thorugh the software, but lowered the CPU to be able to go down to 25% core (Just like Cool N Quiet ) .

Anyway, now I'm seeing the Athlon II X4 640 reporting up to 4264 MHz in the CPUID HWMonitor software.

Is this normal ?

it should not lower the fsb, only the cpu muti
cpu speed should always end in xx00 (+/- 1 from cpu multi)
ending in xx64 is overclocked via fsb

looks fine

fsb is 200, ht is 2000, thats what its supposed to be for aii/pii
cpu multi is 4 to 15 (800-3000)
c&q and c1e will throttle to 800 when idle

So nothing is funny?
nope, its good

the samsung software will not throttle it, its c&q and c1e that are throttling when the cpu usage is very low

the samsung sotware uses alot of disk activity not cpu
