While 1ms is better, 5 and below is fine and I doubt most people can tell the difference.
IPS vs TN should be your real question. Or 1080p vs 1440p.

the MS timings are just marketing BS anyways; most of which are just wrong.
Most Displays simply list the GTG timing (Grey-to-Grey spectrum) which is where they come up with this ridiculously low 1 - 2 ms of timing.

Any decent Display will be around 16ms or less when you consider the timing for the entire RGB spectrum; but not anywhere near 1-2ms

Focus on these factors:
- Size of the screen
- Native Screen Resolution
- Refresh Rate
- IPS vs TN
- available Inputs

The timings and refresh are often withheld or faked quite often on HDTVs, so always do a more indepth search of those before buying. Now with regards to faking refresh; alot of times what goes on here is; 30 / 60 Hz Input > sent through a realtime digital comb filter (onboard IC) and then the output to the actual screen at a higher, more fluid refresh; for TV/Movie smoothness purposes. But again you always need to research the model if the input refresh is important to you; as many often seem to think when seeing a 240Hz HDTV; they think they can just hookup a PC and enjoy 120, 144 Hz and so on; often is just not true. As the 240Hz is the internal digital conversion I mentioned; the input is limited.

Between 1-4ms refresh rate is fast. 5ms is standard. 6ms and higher is slow.

A young healthy human eye can spot the difference (if the monitors where side-by-side). It will however be happy at 5ms refresh rate or less. You also have response time on top of that.

IPS Panel - Richer, brighter and more vibrant colours. These use to be more ideal for apps/work, but have started to perform extremely well for gaming now.

TN Panel - Normally slightly cheaper. Duller colours but faster response (in most cases, however IPS latest models are catching up). They use to be more ideal for gaming purpose.

thanks guys!
on a 60hz monitor, under 5ms is good

if its a 144hz you want 1-2ms
