Now while ♥♥♥♥-whine does not mean something is bad with the card, or will have a short-life overall, you can't be sure of this, and you are well within your right to RMA the GPU back for replacement. I always try to sort this out quickly so if needed, I can RMA back to the retailer instead of having to deal with the manufacture directly; as that is usually a bit more time consuming and they generally are not quick about getting you your replacement, where as with most retailers you can simply refund and then buy something else. If you are willing to do an exchange, well that's of course your choice, based on retailer available options and stock, etc.
I would be much more concerned if the ♥♥♥♥-whine is coming from a PSU though, but again, even those can do it when new. But it would settle down and disappear in a short time. With a PSU though it's not something u want to mess with though, cause to get the PSU to settle down this might mean having to run stress tests on both CPU & GPU to apply a high enough load on your PSU, and if the PSU is questionable at all, then I would never want to do this, for fear that should the PSU fully fail, it could damage components when it happens.
