over 75w needs power from the psu
if they did have one without a pci-e power connector, it would be 75w or lower and a much weaker gpu
give a link, its most likely a 750ti or nerfed 950
But it has the better clock specs than NVIDIA's standard model, so it should have better performance at a lower power draw

it has the same cuda count and everything.
if it was nerfed the cuda count would be lower than the NVIDIA reference version

Now these below still require 1x PCI-E power, but they are both still very low power and if needed, using the included PCI-E Power to Molex Adapter would be fine.

gtx 960 and r9 380 are close in performance
but gtx 960 is 95w vs r9 380 at 190w
if you would need a new psu for the amd card, nvidia may be a cheaper option
