the price diff is small
but anything is better than a gt610,
by the time game settings need that much vram, you need a better gpu to hold a good fps
or would wait or buyin' decent r9. And honestly the r9 isn't rly bad, moved from gtx 680 4gb to 390x and I'm pretty happy
a 960 would be best, but a 950 will do just fine.
If the rest of your system is lacking though, the 750 Ti would be a better choice..
and we still need to know your powersupply as you have a GT 610, it may not even be good enough.
Ok so the gtx950 would be better than the 750ti then but if you've already got 8GB system ram just get the r9 380 for now because you can get by with 8GB at this point.
CS Go requirements is only 2GB.
If you play other more recent games like gta v and fallout 4 you'll need more than 4 GB ram but for csgo 4GB is fine.
