'ultra gamer' should not include a fx cpu and r7 gpu
r7 240 is also very weak for gaming
it will run csgo, but not with 32+ players very well and not at 1080p with maxed settings
on a new pc, and a budget that low
look for an i3 6100 and gtx 960

You can use what we suggest via PCPartPicker as a guide for a build; then pick out the parts in-store at local MicroCenter and pay a fee for them to assemble the system and check that the basics all work. Then take it home and download/install Win10 64bit OS
