What motherboard do you have?
But for most part you really should not need that. Install good fans that either have manual speed control directly on them, control them from BIOS, or use an external fan controller, allowing better means of manually controlling them. Otherwise the fans should just run via PWM or their default rated max speed at all times. They shouldn't be loud; if so then buy the right fans.
If you have dedicated GPU and would like better control/monitoring over that, as well as GPU fan speed control, use MSI Afterburner.
