Windows becomes not function correctly or freezed after a few seconds

I resized my C disk partition from 420.5 to 420GB (i want fixed number ><) it says restart pc to apply changes, after windows startup i still can open folders or open start menu then it freezed i cant open/click anything, mouse function still working
Are there any solutions?
