give speedtest.net results

and try this

start -> run/search -> cmd
tracert google.com

(first hop is your router most are 192.168.x.1)
(2nd-3rd are your modem or isp)

ping -t 192.168.x.1 (modem ip)

open another cmd prompt

ping -t (2nd hop that responds)

play a game til you get lag spikes

go back to cmd prompts and hit ctrl+c to stop them
they will give results, min, max, avg and loss
if max is over 100ms to your router/modem then its a lan issue

if its wired, replace cables or get a new router

if its wireless, change its wireless channel to one thats less populated
*protip, use a droid phone and download 'wifi analizer'
https://play.google.com/store/apps/details?id=com.farproc.wifi.analyzer&hl=en
will show nearby wifi networks and what channels they are on

if the 2nd hop is getting spikes and the first is not, its an isp issue, have them send out a tec to fix it

I will assume your speed is usually much faster.

Try restarting your router and/or modem.

Paste the following into an empty notepad document:

@Echo on
pushd\windows\system32\drivers\etc
attrib -h -s -r hosts
echo 127.0.0.1 localhost>HOSTS
attrib +r +h +s hosts
popd
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock reset all
netsh int ip reset all
shutdown -r -t 1
del %0

Save as whatever.bat and double click. Your PC will restart and the problem is hopefully solved.

You can launch it line by line with cmd, but a *.bat file will run everything in one big swoop.

short for batch
It is a file that contains multiple command line commands so they cn be run wih a simple click of a button rather than entering them into the cmd prompt 1 by 1.

They are basically text files and can be viewed eaily in notepad or any other text editing programme, i use notepad++

deleting/overwriting hosts file is not a good idea

id rename it to hosts.bak or something in case you need to recover it

I'm not sure why you're looking at a Dell graph for your Internet speed. The first thing you need to do is understand your bandwidth subscription with your ISP. Call them and figure that out.

That speed test you ran and linked to for results shows that you are at 0.84Mb/s and that equates to roughly 840Kb/s. When you start downloading things from servers, they may not be nearly as responsive as the servers on the speedtest network, so you may have something less than your subscription speeds depending on the load on the servers and network devices between that server and your network.

Good point. For some yet unknown reason Steam seems to only grant you a fraction of the bandwidth provided by your ISP, while all other co-occurring network activities are slowed down to what most people would define as a grinding halt. It feels like there is some kind of leeching going on.

I don't know how fast your internet is but mine is always maxed out by Steam.
I have 76mbit which on a speed test I get around 60Mbit (63 on a good day) AKA 7.5 Mega Bytes per second maximum and steam gives me exactly that.

I can download at no more than approximately 1/8 of the bandwidth delivered by my ISP, and while doing so all other network activity comes to a grinding halt, and I am not the only one experiencing this. The problem has been described in several other threads.
