For example, I have an ASUS VE278 (27-inch, 1920x1080) Monitor handy here.
And it supports 75Hz, but only when using 1440x900 or less
So generally, u will never have access to that since you would want to always run @ 1080p on this display, given that is the native screen res.
If you really want higher than 60Hz, research/buy a 144Hz Monitor; and be sure you use the latest spec of HDMI or DisplayPort off your GPU; and that the GPU is new enough to support it.
DisplayPort is much preferred for PC-Gaming on higher-end setups; which is why a majority of GPUs now come with approx outputs of 1x HDMI + 3x DisplayPort. So that technically you could do 3x NVIDIA Surround / AMD Eyefinity using 3x Monitors via the 3x DisplayPorts; then if needed, a 4th screen via HDMI, like an HDTV for example.

I know those settings are stored somewhere with texts like X:0, X:1 but I'm not a programmer so I don't know where to find them and write a software that will act as shortcut.
Desktop Res is different from Game Res. Each can be setup different.
Game lagging is FPS, not the refresh.
