Go with an i3-6100 and GTX 950 combo if you are just gonna play CS:GO.
A weaker computer like Pentium G3280 and GTX 750Ti can still run it fine but that will give you some room for other games too.
I wanted to change it because my alienware can't handle CS:GO 1920x1080 with low settings.. & I dislike that a lot... and I do not need a computer that's worth 200 something @Grey angel .. as I said my budget is 500$+ & under 1000$
for $1000
get something like this

Also if it's really only for CS:GO @ 1920*1080 and you only want to get 60 FPS at medium settings you can do that on a lot less. Though personally I recommend at least the cheapest of these builds as a better investment for other games and future games as it's better performance per dollar spent. Still like I say CS:GO will run with a lot less:
ASRock A88M-G/3.1 Micro ATX FM2+ Motherboard
G.Skill Ares Series 8GB (2 x 4GB) DDR3-2400 Memory
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

This build runs integrated graphics on the A10-7860K APU at about 800~ GFLOPS and it would perform similar to or better than the build shown in this youtube video:
https://www.youtube.com/watch?v=lFdQXAZcY_U
Quote from youtube version of this video in the description below the video:
"High Settings Gameplay at 1920 x 1080p
- Benchmark using Integrated Graphics only
FPS (Without Fraps)
Min: 42
Max: 82
Avg: 58
System Specification
APU: AMD Kaveri A10-7850K
*CPU: Quad Core up to 4 GHz
*GPU: AMD Radeon R7 at 720 MHz
RAM: 8GB Corsair Vengeance at 2133 MHz
HDD: 1TB Seagate Barracuda at 7200 rpm
PSU: Corsair 430W Builder Series
ODD: Asus DRW-24F1ST DVD±RW
MoBo: Asus A55BM-A/USB3 (FM2+)"
The integrated graphics in the A10-7860K I used in the PC Part Picker build I linked are clocked at 757 MHz which is higher than in the A10-7850K in this youtuber's build. A10-7860K is supposed to be better than A10-7850K, thus the higher model number. Note that model numbers are generation specific performance branding and don't work between generations. Thus a A4-7300 is NOT better than a A10-6700, the A10-6700 is better even though the number is lower.
i3 6100 + R9 380 would be decent setup for both CS:GO and other games. GTX 950 is cheaper and GTX 960 cost more but have ShadowPlay support. i5 6500 is more powerful but cost more. GTX 750Ti can also run the game as can R7 370 and R7 360 which cost similar amounts to the cheaper Nvidia options.

to help pick a gaming cpu
http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html
in short, its alot better
your mobile i7q cpu is better than roves fx and apu suggestions
http://cpuboss.com/cpus/Intel-Core-i7-4710MQ-vs-AMD-FX-8350
only thing better is that a desktop build can take a dedicated gpu
