Playback for MIC should be Muted
Recording for MIC should be UN-Muted
And that MIC needs to be the Default Recording Device, then restart Steam Client.
If the Sound Card is somehow NOT Windows OS friendly, then it won't work.
Most PRO users use Linux or Mac, cause PRO sound cards sux in WinOS.
Then IDK, apparently it's your sound card & winOS issue here.
Some Mics require external power or battery too.
I just had a streamer friend try a new condensor Mic w/ Roland VT-3 and neither one of us could figure out my the Mic would not work... I hate audio equipment with passion. Video for me is SO much easier.
From what all I see, yea Focusrite 2i2 should be plug and play through any sound card. Make sure it's plugged into the correct input on the sound card.
and it is plugged into the phantom power plug and all my friends in discord can hear me just fine which makes no sense as to why they cant hear me in steam

You also run into issues with XLR to 1/4th jack adapters... You'll want to avoid adapters at all cost. Adapters can typically cause many, many unnecessary headaches.
Sound cards do not supply enough power, nor the right kind of power, for phantom power.
What you need is a preamp.
Phantom power is 48v DC, supplied over 3 pin XLR.
So what was wrong?
It is an external USB audio interface. Huge difference.
It should work, as it has two channel XLR with a preamp up to phantom power specs.
You probably have a bad XLR port. Or maybe only one port has a preamp?
You should figure out if it is normal operation, if not, then get a replacement.
