That PSU is junk, IG-MAX 500W is what that is.

The seller on that PC page you linked offers Upgrades:

FX-6300 and good quality 680W PSU; ask the sell how much to add those 2 as upgrades.
If too much, then just the PSU instead.

And he says Win7 or Win10; but you can also clean install Win10 yourself.

I looked on that whole site; nothing really good under 600-800 ranges.
I would try finding other PC hardware sites; or save up and then look on that site for something you can afford after saving up more money.

I can't determine the GPU, so ask him/her what exactly that is, but the base specs look good, also comes with 24inch Fujitsu 1080p Monitor, CoolerMaster CM-STORM USB Keyboard & Mouse. 900 may seem like big jump, but it is a complete system, display and keyboard & mouse. Plus is much newer Intel based setup, USB 3.0 etc...

And he says he will do trade surrounding "Samsung s6 edge plus -or- s7 edge" as part of payment. Also says if serious, can work on / do better on the pricing perhaps.
