Is my power supply failing? Thermaltake TR2 430W
My computer has been randomly resetting, or freezing when casually browsing or playing games.

My system specs are
OS Version: Microsoft Windows 7 Home Premium, Service Pack 1, 64 bit
Processor: AMD FX(tm)-6300 Six-Core Processor, AMD64 Family 21 Model 2 Stepping 0
Processor Count: 6
RAM: 8173 Mb
Graphics Card: NVIDIA GeForce GT 740, -2048 Mb
Hard Drives: C: Total - 1907626 MB, Free - 1797145 MB;
Motherboard: Gigabyte Technology Co., Ltd., GA-78LMT-USB3 6.0
Antivirus: None
PSU: Thermaltake TR2 430W

I suspect its my power supply because my motherboard's voltage at 12v is 8.064, but here are the full voltage amounts

CPU CORE 1.260 V
MEMORY CONTROLLER 1.500 V
+3.3V 2.004 V
+5V 3.165 V
+12V 8.064 V
-12V -8.880 V
-5V -8.880 V
+5V HIGH THRESHOLD 2.782 V
CMOS BATTERY 1.524 V

Is below 11 volts unusual for a 430 watt psu, or is my psu simply not enough for my system?

What app are you using for those results?
While the Tt TR2 are quite aweful in terms of quality; 430W in general is way more than enough for that hardware config.

Have you overclocked?

This is really rubbish PSU, I would swap it out for sure.

I haven't, honestly I've never done it before. Would it to be to check the CPU?

It's looking like I'll probably swap out, so I'll go for something like this. Thank you for the recommendation

that build shouldnt take much, a good 400w is more than enough
pick up a cx430 or evga 450b

or a good 550-600w if you plan on getting a better gpu
