Slow loading isn't a graphics card issues, rather it's most likely hard drive, memory or drivers.
Scan your hard drive for errors and/or defrag it - if required. My Computer > Drive Letter > Right-click and select Properties > Tools > Check for Errrors.
For your motherboard, check the offical website and ensure that the Chipset/Bus Controller is installed corrected (hasn't been removed by mistake) and things like Intel Rapid Response (if your hard drives make use of that).
For the Nvidia graphics card, it's best to get the drivers from Nvidia Geforce's offical website:

Optionally you can also use the 'Geforce Experience' software. Since you have changed the graphics card, just make sure to reapply optimal game settings with that.

But again the results will vary based on hardware and the game itself.
So yes try forcing this setting off in NVIDIA Control Panel on the Global tab and see how it does with the same game afterwards.

If it's affecting all your programs, then it's either a hdd problem or a psu problem. Another possible point of failure is your sata cables got loose when you replaced the psu.
Skyrim performance problems can be caused by having an incorrect gpu id in the game options. If you use ENB they might also contain a gpu id and memory settings that need changing.
It is also advisable to remove old drivers completely using DDU when changing gpu.
During install select Custom and tick the clean install box to clear out previous NVIDIA Control Panel settings. After GPU Driver install, reboot and then configure NVIDIA Control Panel.
