Disk Write Error
Just installed a fresh windows 10 on a new SSD. Whenever I try to download any games, it begins, and then a few seconds later gives me a disk write error. I've reinstalled steam in different folders, restarted, given permissions to steam, deleted certain files recommended from forum posts, ect. I've done many different disk checks, including the one from the software provided with the SSD, HD Tune Pro, chkdsk in cmdprompt, and error checking the drive; all of the checks come back 100% healthy. In the event viewer I'm getting frequent warnings with event ID 153 and occasional errors with ID 10016.
Warning:
The IO operation at logical block address 0x47ce4a0 for Disk 0 (PDO name: \Device\00000031) was retried.
Error:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

I've followed different forum tips and tried to change permissions for certain keys in registry edit, but i'm missing the 'owner' tab they are telling me about and I can't give full control to users. I've downloaded games in battlenet and have a strong internet connection. I'm also getting computer freezes that last a second or two every once in a while. At this point I think it's either a weird steam bug, some sort of permissions problem, or a motherboard problem. Any advice would be useful, thanks.

Either faulty RAM or RAM is not setup correctly in the BIOS.
The RAM was working in the previous build perfectly fine. The only thing that has changed is the hard drive and a new install of windows 10.

excatly, set the ram specs in bios or select the correct xmp/spd profile
not ram issue first of all for 10016 fix here https://www.microsoft.com/technet/support/ee/transform.aspx?ProdName=Windows%20Operating%20System&ProdVer=5.2&EvtID=10016&EvtSrc=DCOM&LCID=1033
dont worry about this one so much unless you have issues ive seen this in almost every event viwer log at least once

your issue is:
event id 153 it is a disk related error but doesnt have to be the disk itself switch sata ports and/or switch sata cable
