Have you updated drivers at all recently? What is your GPU for that matter as well?
Another cause could be dust buildup causing the CPU to run hotter and throttle.
Can't say I've heard of that one. Got any data to back up the claim?
As for the OP - AMD CPUs are just slower when compared to Intel. When doing a lot of tasks it's just going to perform slower. What you want to do is make sure you're not running anything else in the background that doesn't need to be running when you're gaming and trying to stream.
However, you have take other things into consideration - heat, for example. If the CPU and or GPU are hitting high temps, they can throttle performance to help keep the temps under control and you can get a hit in performance if this happens.
Do you know what temps the CPU and GPU run at when you're gaming and streaming?

I can't see the CPU degrading being the reason behind this.
OP mentions the CPU could run the games at 60fps before. It does not make sense that the same CPU would suddenly cause those very same games to run at a reduced 40fps. Unless its throttling but thats a different story.
As I said before, I would honestly think its a software issue, possibly something running in the background hogging the CPU or ram perhaps?
