Are you perhaps speaking about 3rd party software/modifications?
While there is 3rd party software to make Windows 10 easier for basic users... It all can be done, without 3rd party intervention, with the Pro and Enterprise editions.
In my opinion, if you are a basic user, you really are not in a position to deem updates worthless or not.
THAT programs are the real adware.

We know you are talking about 3rd party modification. Though, not sure if it is a language barrier or what but software cannot change hardware/components. That is on the same level as downloading more ram...
Pro and Enterprise have the ability to do what you wish, natively. Even the other more basic user versions can do some of which you wish to do.
3e party software that modified iso, without editing or adjusting data in anyway other then removing software i deem worthless. that's not same thing is what you describe.

Don't use it then. You're wrong about European law, but even if you wasn't, you can't commit a crime as pre-emptive protection against a crime no one has commited yet.
