or if the cpu and mobo are new, return both and get an i3 or i5 build

update bios to the latest ver
and check bios settings, make sure all core are enabled

Well either way the OP needs the correct mobo, like said above 970 and up is needed unless he likes his CPU running below its potential..
- Northbridge: AMD RX881/760G < Needs a 970 and up cipset , 760g works with FX chips but runs them at nerfed specs..
It really only has a 760g chipset, which isn't ideal for an FX.
2.add heatsinks to the vrm's on the mobo as it is 4+1 vrm 140wtdp support but needs heatsinks

also task manager etc. in windows reports as 4 cores 8 logical processors so dont worry bout that
