So if that isnt the case then its most likely something else.
But you could always uninstall the Killer NIC drivers and download the version on your motherboards website, See if that does anything.
But uninstalling the NIC driver and updating it would be a start.
If you are using Steam Client the whole time, doing downloads, updates, web browsing; YEA it is Steam doing it.
Just fully exit and relaunch Steam and that RAM will get flushed (for what Steam WAS using); do the same for web browsers that are opened for extended periods too. Otherwise they will keep growing if you have RAM to do so. Un-used RAM is wasted RAM.
Resource Monitor will show it though.
