Is it normal that my GPU is way worse then a other one thats exactly the same?
I have a Intel HD Graphics 4600 that can run csgo low settings at 20 to 15 fps.But when I was watching a review on this GPU the guy was able to play at medium settings at 60fps even though i also had a better CPU he had a i5 and i have a i7.So is it normal that he was able to do better then me?

(Also yes my drivers are up to date and yes I know this gpu sucks that's why i do more casual on csgo)

You should have some kind of receipt or detailed specs of the computer you ordered and agreed to pay for. If you did order a computer with a 980Ti and were billed for you, if this was just recently done you should be able to read up about the Fair Credit Billing Act and hopefully get it corrected.

If you only ordered a PC with the HD 4600 and no dedicated GPU, then you need to go buy a GPU for your computer. This is all dependant on what PSU the computer has and how much money you have that you can spend towards a GPU.

I have a intel HD 4400 and I can easily run CS:GO at 60 FPS on a mix of low and high at a resolution of 1366*768. Make sure you dont have MSAA or FXAA enabled as they really dip the FPS. Here is a video showing how the Intel HD 4400 runs CS:GO:

Keep in mind that the game is playing on max settings with FXAA I think and yet it still gets 40-45 FPS. I suggest you play at similar settings if you want 60 FPS. (Of course you will have to disable FXAA and lower the res!)
