The 1060 supports DX 12 feature levels that the 980 does not.
I've seen what previous GCN, Maxwell, Keplar, Skylake and Broadwell integrated graphics support before but I haven't seen what either of the new graphics cards support but I would be very interested in seeing it.
GTX 1060 ≥ GTX 980 > GTX 780TI.
The GTX 1060 beats the GTX 980 in some games, but severly gets beaten in some. I'd suggest that you read this article:

According to that, the GTX 980 is somewhat slightly faster than the GTX 1060. The choice between the GTX 1060 & GTX 980 is really though, but if you can get the GTX 1060 6GB, get that instead of the others. Why? Because in the future, if you do ever re-sell it, people will be willing to pay more for it than the GTX 980.
