From what I searched up online the inspiron 3646 has a wireless internet adapter which will be using a mini pci express slot like a laptop. However this would require you to buy a power supply (20 or so bucks) and the adapter device which is 40 - 50 dollars itself.
It would technically be possible but I'd save my money for a better desktop personally.
I'm a minor with no income with around 65$ so this is my best bet for a long while.

Also so you are aware that unless you have a wired eternet connection for internet you'll lose internet connectivty removing the wifi card for the adapter.
then you can transplant it into a larger case
anything short of a thunderbolt 2 connection to the gpu will limits its bandwidth too much
