GTX 1080 can hit damn close to 100% CPU use in Witcher 3 even with i5-6600K.
82 C is nothing really dangerous or odd with reference model.
This could easily count for missing 10 fps.
I've never really overclocked my cpu or gpu before, I'm not too well versed in the overclocking department. I only got this motherboard because I never had the intention of overclocking my processor or GPU. On Futuremark comparisons I looked at people with the exact same setup as mine, and they were getting scores in 16,000, most had not overclocked the CPU or GPU and were still in a desirable range.
What would you recommend I should do, upgrade my cpu? Is there any other explanation for the lower framerate and firestrike score if people at same setups are having more frames and scores at the same frequencies on their GPU and CPU setup?
this guys score is 14,366
heres his setup

That's the likely explanation.
