Will an EVGA GTX 750 ti graphics card work with a 350 watt power supply?

Better go for 400 watts. 500 if you want to futureproof it
Yes it will work, minimum required by EVGA is 300 for this card. 350 is enough. As stated if you're wanting wiggle room for future use, go up in wattage.

most amd builds without a gpu are close to 300w
most intel 115x are under 250w and will be fine with a gtx 750ti on a quality 300w psu

my psu has a weird brand it's not really well known i don't even know it. My cpu is an AMD-FX 8 core procesor and my motherboard is a gigabyte

If this is a pre-built PC then you're better off upgrading the PSU as well. Most of these installs a generic PSU of poor quality to help keep the overall cost low and leaves zero room for potential hardware upgrades. Not to mention that the PSU may not actually have a dependable 350W output.
if its oem or perbuilt, get a better psu when you upgrade the gpu
