Most people would suggest an SSD but that increase the price, I would suggest getting the RX 480 instead of the R9 390 once released, possibly the 470.
To save money I would eventually not had included the EVO 212 but I don't know how well the stock cooler cools.
On a H110 motherboard with just two slots I would kinda had wanted to put 2x8 GB of RAM rather than 2x4 since it can't be upgraded by just adding another two.
HGST may have good drives.
The webpage doesn't lood appropriately for me.
It's irrelevant anyway since the RX 480 will have equal power and use less power.
There's no reason to get the R9 390 and it shouldn't be done.

Too cheap PC really but it will do ok too:

If you then add the RX 470 for another $150 then I guess it can keep up with the Playstation 4.
Parts:
* Intel i3 6100
* MSI H110M Pro-VD
* Kingston HyperX Fury Black 8 GB (2 x 4 GB) DDR4-2133
* PNY CS1311 120 GB
* Hitachi Deskstar 7K2000 2 TB 3.5"
* Apevia X-QTIS-BK Micro-ATX midi-tower.
* EVGA 500B
(* RX 470)
= $500.
If you want it stronger replace the processor with i5 6400 or i5 6500 and the graphics card with RX 480. Feel free to pick 240 GB SSD for $20 more too. Want a lower price drop either of HDD or SSD, maybe increase to 240 GB SSD and drop the HDD or whatever.
I haven't looked much at either of the motherboard, the case of the SSD.

* OCZ Trion 150 240 GB instead.
its easy to add a hdd when you need more space
and get a b150+ board with 4 dimm slots so its easy to add more ram
for under $500 you can get an i3 6100 build with a gtx 950
