[SOLVED]PC fan not working
Hello guys,

Some time ago I've rebuild my pc because of some troubles with the small model for upgrading.
About a week ago my GPU appeared to be broken and caused my pc to not start up, AT ALL.
Just some hours ago I received my new GPU; GTX 980 TI (STRIX GAMING). Since I still had an optical drive laying around I also installed that into my PC as I was missing one.
Furthermore I wanted to get an additional case fan.
Just started up and everything seemed to be working, except for one thing: The case fan that came with the case i bought 2 weeks ago, did light up it's LED light, but it doesn't want to spin. The additional case fan does light up, and does spin.
Now I'm wondering what causes it not to spin? could it be the PSU not being able to deliver enough power for everything?

My pc:
PSU - Corsair VS650(w) (ATX)
CPU - i-7 4770 3.40 GHz
GPU - GTX 980 TI (STRIX) 6GB memory
MOBO- Asus Z97-P

Fans:
CPU fan (can't remember the name)
The triple fans on the GPU
Case fan (came installed in the Carbide Series SPEC-01)
Case Fan (ID-COOLING PL 12025 LED Fan 120mm)

EDIT: Also, is a low gpu temp dangerous? As it is now, the GPU fans are spinning at around 36% and the temp is (without gaming, just internet stuff) at 36degrees celsius and is still dropping lower.

EDIT 2: I did not get to try the tools like HWMonitor, since i fixed this issue before starting the pc. During my last check inside my pc I noticed that there was a small thingy in the fan, due to its super sensitivity (I guess) the fan did not wanna rotate. took the little trash thingy out and fan worked. sorry for taking all of your time, and thank you for helping :)

Your PSU is not the culprit as 650 Watts are enough to power your system. Try another fan on
the connector as either the fan or the connector on the motherboard is probably dead. You could also test the voltage with a tool like HWMonitor or aida64 or if available with a multimeter.

currently I do not have another fan. Will go get one tomorrow then :) only costs like 3euros =D. Will download the app then to check aswell.

Low temps are not an issue - unless it's so cold you get condensation.

My SLI 670s run at 23c idle.
