There is actually one that comes with THAT 950. It's in one of the pictures.
Due to price flucations atm, 950 is maybe $10 more over a 750 Ti
EVGA has a GTX 950 that requires NO extra PCIE power
http://www.evga.com/articles/00990/evga-geforce-gtx-950-low-power
Scroll down and then where it compares all of EVGA's GTX 950 models; look at the ones where it says NO for 6-PIN. These lower power models only need 75W Max (unlike the 90W+ that normal GTX 950 can use)

Edit: I guess EVGA released one too as said above.
MSI has a few low-power GTX 950 as well.
Everything from ASUS is all about OC'ing, they don't care about low-power.
If ASUS has any it is probably only one model like that with low power.
EVGA are the best around anyways, for GPUs.
It is a good GPU.
They are still low enough power that even a budget PSU between 300W - 400W can run just fine. 24AMPs minimum on +12V is what is actually recommend on your PSU to meet the needs for minimum total power with a GTX 950
You plug it into the GPU 6-pin; the molex 4pins plug into your PSU like any normal device would, such as a Case Fan for example.
Here's an example:

Click the Pictures and you'll see the adapter cable.
Here's a visual install guide:
*Note he's showing a GTX 960, but respectively, you would do the same basics for any GPU; as long as your GPU is enough. When he temp removes the SATA cables (as this just helps to maneuver your larger GPU into place) be careful, most newer SATA cables have secure-clips on the ends, that need to be pushed into prior to pulling the cable from the port. Just be gentle with everything.

On that FINLAND site, they don't have ASUS GTX 950 without a 6pin
the ASUS GTX950-M 2GD5 MINI still requires a 6pin power
