Well, Bitfenix Whisper models are decent so I doubt it's just dying for no reason. Sometimes the cables they come with are faulty, it happens because it's a cheap and mass produced standard. If the PSU was failing, the issue would persist with every cable.

He's not wrong if your house is older. I've had issues with my house's electricity because it was built in the 50's, and even after replacing the fuse system with a circuit breaker system, there are still rare issues where the breaker shuts specific circuits off.

You should be fine 1999 is modern wiring.
Your problem is a weird one though, a psu cable is so basic I'd guess that either end got partially dislodged from either the wall or back of psu.
