The 1500X should come with a stock cooler, and it's relatively decent and comparable to a 212 EVO anyway.
Considering the 1500X comes with a cooler, one would assume it does have the stock cooler included as there's no point for a seller to keep the cooler... and it would devalue the bundle if they did that. So ask.

the kits go on ebay for around $15-25
but at that price you might as well get a new 212 for the extra fan, cooler and all of the brackets

For $200 one can probably get a brand new Ryzen 2600 and a MSI B450 mortar motherboard, much better deal.
