gpu fan not working properly
So my pc hasn’t really worked for 5 months but I don’t really know why. however one thing that I know for sure that hasn’t been working properly is one of the gpu fans on the zotac gtx 970. When the pc is on, the fan would spin but after a couple seconds you’d hear a weird noise as if it’s getting stuck and the fan would stop but then it’d begin spinning again only to repeat the same process of stopping and spinning. I also took the gpu out and the fan that’s acting weird is stiff and won’t move unless you continue spinning it with your fingers.

Are there any suggestions for fixing this problem because currently I’m trying to save for a new pc while keeping the same gpu since gpus are quite pricey

Pull the fan off and spray some Electra clean or equivalent into the motor and blow it out with compressed air. That's what I would do and have done with problem case fans and CPU cooler fans
