You should power down completely before touching the switch. If you wanna flash the bios, back it up first. Ideally the best way is shut down pc, unplug pc from power, hold pc power button for 15 seconds to drain any power from mobo, gpu, and then switch bios switch plug pc in and boot.
OC profile is just a different fan curve setting, so good to use for Bios flashing.
From personal experience though, do be careful using modified bios's. I have one on my 3080ti I play around with for benchmarks, peaked at 518 watts power draw in Port Royal and had temp limits removed so was hitting 75C at times with fan speed at 100%
Good to fiddle and toy with, but would not recommend unless water cooling.
