Do i need a 120hz Monitor to play at 120 FPS?
I have the specs for 120 FPS on Dota 2 but do i need a monitor with 120hz to acturaly notice the 120 FPS?

yes

if you want vsync on, you will need a higher refresh rate to make use of higher fps

Not really. But getting higher frame rate then your monitors refresh rate can cause screen tearing. I for one have yet to experience screen tearing even when fps is much higher then the refresh rate.

hz = refresh of screen (60 per second in North America, 50hz in Europe)
fps = Frame per Second, is gpu rendering speed, you can have 1200fps on a 50hz/60hz screen. the gpu just work more faster for rendering image and display it.

But, at higher fps, the screen can make a "refresh line" in the screen, for fix that, use v-sync. This feature sync the fps with the refresh of screen for keep motions without refresh lines. But V-Sync don't limite FPS, is only sync GPU rendering with your Screen.

To answer the OP, NO. However u may experience screen-tearing on a 50/60Hz screen, like others explained. And TBO a 120Hz screen is not really a good choice. 144Hz is more ideal. However u still are not required to have in-game FPS that high in order to have a good experince. The higher HZ and Timing of such a screen will allow faster motion imagery and animation to appear much more fluid by default though.

depends on what you want in a screen. higher refresh rate allows less tearing and better reponse time.
