instead of the 6300 and decent board, you can get an i5 4440 and cheap mobo
also get a 2x4g kit instead of a singel dimm

I'd get an after market cooler for that CPU though, just from a noise point of view. The constant whirr of that little fan reving up and slowing down nearly drove me insane, so I got a CoolerMaster Hyper 212 Evo. Big difference and CPU runs cooler too.
As far as the OS is concerned, for gaming you should get Windows simply because it has the most titles. When you hear that a game has been released on PC, what they really mean is Windows. If you can, go for Windows 7 (64-bit for > 4 gigs RAM), and more specifically Home Premium because it's a lot cheaper than Pro or Ultimate. Windows 7 is more tried and tested than 8 or 8.1 and that's why I'd go with it.
They're not very reliable. My brother had BioStar, he had blue screen issue for the all time.
