as for the cpu cooler fan pushing air to the chassis fan out, that's is good.
the temperature inside the chassis can also be affected by the ambient temperature.
Make sure the 4 screws are all the way in. They lock when u reach certain point to prevent over-tightening.
Single fan is not going to do well being where it is. Should be on the right of the heatsink; blowing air across the heatsink and out the case. If you are blowing that hot air towards the inside of your case (the front) you are doing it all wrong.

(its max cooling ability is achieved instantly when installed)
it also has a farily rough bottom, use around a pea sized dot when installing it
make sure the cooler fan is blowing air tward the back of the case
open face on the fan is intake
