I would choose a USB CD/DVD drive instead of an Internal one. They are rarely used nowa days and it'll help keep the clutter inside the case down.

All he needs is 1080p, which he already has a monitor.

My thoughts.
If you do not care about your privacy, then go for windoes 10, otherwise windows 7.
A 120-240 GB SSD for the operating system.
Also the smallest/cheapest SSD you can find to cache a 2 TB drive for your games. It will help loading times and respnsivness in some games.
Another hard drive, say 1 TB for regular backups, with that drive also backed up externally. Macrium reflect is good free choice of software to use for backups.
Maybe think about a gsync 144 Hz monitor for gaming. Much smoother that 60 Hz standard. a GTX 1070 would be a good GPU match it seems.
For memory, get 2 x 8 Gb sticks, leaving room for memory upgrades later if needed.
Make sure the motherboard has good quality onboard sound.
Second, Win7 support ENDS IN FOUR YEARS so Win10 will have to be installed at some point anyway, so may as well get it over with.
120GB SSD is too small, no less than 250GB should be used.
It takes a quick google search, they steal more of your info then win 10 ever does, to how to disable those options in win 10.
But the main one being, actually going into the settings and disabling certain features.
As one that LOVED Windows 7, i like Win10 more. And being as Win10 may just be the last OS for a while, you dont really have a choice once Win7's and Win8s extended support ends.
