The CPU in itself is fine
The GPU in the case of Doom is the problem, not exactly OpenGL friendly due to its lack of performance.

And, the Minimum requirements do state Graphics: NVIDIA GTX 670 2GB/AMD Radeon HD 7870 2GB or better afterall, so again, thats the main problem.
How is the CPU fine? The minimum listed CPU is 70% faster than his.

Doom isn't CPU-demanding game. I ran it pretty well on i3-2100. i5-4210U (I guess, OP has namely "U", not "Y", "T" or "M") is about 10% slower. i5-4210U is also dual-core CPU with HT, but has lower clock freq. 2.7 GHz vs 3.1 GHz for i3-2100 (1.7GHz is base clock freq, not turbo).
Huge thanks to everyone who's replied so far. You've been really helping me out.
If you have $2300 to spend, don't settle for anything less than something with a 10 series graphics card. I have an MSI laptop with a 1060, it runs pretty much anything really well, but you could go even higher if you wanted. A 1060 is more than good enough for Doom and a lot of other new games, though.

Nor can it do Vulkan. Im impressed, was a lot more stable then mantle

840M supports Vulkan; if you install NVIDIA Driver 368.69 or later

https://developer.nvidia.com/vulkan-driver

But overall; an 840M is much too weak for DOOM (2016) regardless of what you do.

it i5 u is a low power version, 2 cores with ht and 1.7-2.7ghz turbo
turbo may only be enabled on 1 core when the temps are low

so the cpu is not very fast, and the gpu is not very good for gaming
gt card is not enough for most games
Overall, that Laptop is no where near good enough for higher demanding modern games.

Best best for a more modern Laptop minimum of 4th Gen / 6th Gen i5 or 7 (not a U model or other low powered versions, but an MQ or HQ model); and around GTX 880M, 960/965M

I would really try to get rid of a Laptop that has NVIDIA 800M series GPU or older, cause it is already way outdated and NVIDIA Drivers do not really play well with those older GPUs.

It is possible to upgrade a laptop but it's more trouble then it's worth.
