Frustration After PC Upgrade
I decided to do a pc upgrade.

Here are my PC specs now -

CPU - i5 6600

RAM - 8 GB

PSU - Cooler Master 500 W.

OS - Windows 8.1

I installed a GTX 750 TI but was disappointed because I was experiencing heavy FPS drops in the range of 1 to 5 on games like Cities: Skylines and GTA 5. I upgraded my PC to game.

I then decided to get a GTX 960 thinking that it would work better. But I'm still seeing big fps drops in those games in the range of 1-5 fps.

I've tried uninstalling the drivers using DDU (which by the way proved to be a big hassle because the system refused to detect my GPU after that). I managed to find it in hidden devices after hours of scouting the internet for solutions.

Frustrated, I uninstalled the 960 and re-installed the 750 hoping for some stability. But it was worse than ever. Now I've put the GTX 960 back in but the fps drops continue.

I've been playing those games on low-medium settings but get drops in spite of that.

I'm not sure what the problem is. Why does it all have to be so complicated. Technology is a pain. I just hope I haven't wasted all my time and money.

To counter that heat get ether faster fans or a water cooler

Also check your airflow use some sort of smoke machine and see where your air is going

What is a stock cooler? Will leaving the air-conditioning on in the room help?

(sulk) I wish technology would be easier to use.I never imagined that so many components would have to come together to play a game for the sake of leisure :-) I never imagined getting a smoke machine either. :-)

A stock cooler is the cooler that came with your CPU.

Unless your room temperature is really high, like 80+ it probably isn't the cause of your issues. Just make sure your fans are running at maximum RPM.

Okay, so should I set the fans to 100%?

Yes. Then hopefully you should not see a problem.

And are you referring to the CPU fans or the GPU fans? Gosh, how many fans are there? :-)

CPU fan. GPU fans don't need to be on all the time.

In the MSI Afterburner interface, I noticed that Core Voltage (mV) and Core Clock (mHz) and Memory Clock (mHz) are set to zero. Should those settings be changed too?

The fan speed adjustment on the MSI Afterburner interface is only for the GPu apparently. How do I adjust the fan speeds for the CPU? Windows 8.1 (64-bit)

I looked up the UEFI BIOS readings today -

BCLK - around 99 to 100 MHz

CPU Frequency - 1900 MHz

CPU Temp - 99 to 100 degrees Celsius

VCore - 0.745V

CPU Fan Speed - 2400 RPM

System Temp - 38 degrees Celsius

System Fan Speed - 0 RPM

CPU Fan Speed Control - Normal

System Fan Speed Control - Normal

Your CPU temperature is way, way, way too high.
That will cause thermal throttling.

Grab a Noctua D15S or similar HSF and your PC will double in performance.

I wonder why a brand new system would have this problem to begin with?

I'm guessing you didn't buy it from a Micro Center?

The fan RPM seems fine yet the temperature is extremely high.

You sure you plugged the CPU fan into the "CPU_FAN" port on the motherboard and it isn't actually going somewhere else?

If it is the real fan, then you probably installed the CPU Cooler wrong (or whoever built it did - disreputable companies like Cyberpower do this often)
