You mean Refresh Rate (Hz)

That depends on the HDMI spec.

What GPU do you have?

390X has HDMI 1.4a which is a max of 30Hz for 4K (2160p)
The only real difference between 1.4 and 1.4a is that 1.4a has proper 3D support.

Newer GPUs have HDMI 2.0, which supports 60Hz for 4K (2160p)
GTX 10xx series / AMD RX 4xx series

A single 390X is not good enough to play most games at 4K above 30 FPS anyways.

Get at least one GTX 1080 if you want to do that with regards to Gaming.

Now if you just want to hookup a 4K TV/Monitor for work purposes, or as a secondary display; then you're fine in that regard.

I would actually avoid using HDMI and try using Displays that support DisplayPort.
That way many Display of the same spec, all using DP wouldn't be an issue on modern GPUs. Leaving the HDMI and/or DVI on the Display free for other devices. If you choices are limited between using HDMI or DVI for PC, use DVI.
