youd want atleast a gtx 1060 and a i5 4690k
for windows, smooth mouse and scrolling, if the cpu can keep up
but with that cpu csgo will never go above 60fps at higher settings
csgo likes a fast cpu with 2 cores and good gpu
amd cores are not fast, i3 or pentium g are better than any amd cpu for games that need 2-4 cores
and a good gpu, gtx 950 isnt bad and capable if the cpu can give it info fast enough
if the monitor also supprots gsync all frames will display when they are ready
If you can get over 100fps in your games, then a 144hz monitor is worth it.
better off waiting til he upgrades to a system that can handle a better gpu
It means how many frames the monitor will show so 60hz = 60fps show and so on it just makes the game look smoother than butter but most likely you will need a 1440p optimized card do do 1080p 144hz otherwise it won't show that silky smooth gameplay that 950 couldn't do AAA titles for 144hz to matter on max settings but less graphical heavy E-sports other than overwatch you will be fine csgo players pull as many frames as you can to be quite competitive
Any 144Hz screen will have better motion transitions, faster flicker response over a 60Hz one.
The motion will feel smoother and more natural, even at say 60 FPS on 144Hz
