mmm.. well if no1 can figure out whats wrong, you may have to RMA that board
Though, getting an unlocked CPU with an H board was a mistake in itself..
Have you tried removing everything from the USB ports? mouse n keyboard then seeing if it powers up?

And if you do send it in, be sure to remove the CPU first :)
Things that should show in your bios, unless it doesn't see it means it not seeing it or not working, not 100% for sure.
Should see about 16gb of RAM, unless you see only 8gb or none, that means something wrong with 1 or both sticks of RAM. Easy way is you could also try booting up with one ram stick at a time, to check if one of them really is the problem.
SSD and HDD, if one is missing or both, something wrong, try switching place or do one at the time. If you do the HDD it should show a screen where it as to install a OS, that means something wrong with the SSD. If you just take out HDD and boots up fine, then something wrong with HDD, this isn't easy to tell if there is anything wrong with these two, as you need a spare PC or parts to find out.
Take out GPU, and try to run it off the CPU gpu, if it boots up fine, then it will be the GPU problem. Now there is a chance the PCI on the motherboard could be damage, only way to find out is using some other GPU card.
Powersupply isn't simple to check to make sure it's really isn't the problem, is by having a spare PSU, or taking it out and using it in your spare PC.
CPU, could be the problem, only way to tell right away if nothing shows up, like no boot screen at all, which you can't even get to your BIOS.
Now this is the best ways for one to be doing on their own, before going to get support from a repair shop.
So it seems like it could be the motherboard or CPU as it sounds like.

Be aware that not all computers have the little speaker which makes the beeps so you wouldn't hear anything even if it was working.
As silly as it might sound just triple check that all the power connectors are properly connected. I've seen a few people in the same situation and they would have one of their power connectors, like the 24pin for the mobo, not fully plugged in propely so they had their LEDs turn on but the system didn't have enough power to fully power on.
I know... mine doesn't, but the ability to plug one in is always available as most cases come with them, and not the motherboard. I don't need one most of the time, but to help find issues with systems not booting, I use one!
