What is that exactly? This would be helpful. To look up the model and see the Case, etc.
For GPU I would suggest nothing below or older than GTX 960 or 970
The rest would be "used"
Nothing wrong with a newer GPU on an i5-4460; the newer ones tend to be better overall, smaller and require less power over older ones anyways.
Those shipped with a 280W so yes you'll need a better ATX PSU, such as 500W or better for most GPUs.

GTX 960 or 970 would cost roughly same, if not more when "new"
Otherwise you could look on Ebay for GTX 960 4GB; which could be found at decent price, again "used"
